Needs A Better Description. An actor being from the same city as the character they play is remarkable. Being from the same country is not. Also, I can't speak for every example, but the Glee and The Vampire Diaries had the character rewritten to suit the actor.

This could be very easy to get confused with Actor Allusion.

Based on this discussion and the trope pages of Actor Allusion and Casting Gag, would it also be a Sub-Trope of Casting Gag?
They say "A Casting Gag relies upon casting an actor in a role that reflects on their Real Life history. An Actor Allusion is any character, plot or situation that references a previous plot or role for the actor."
