It's Japanese but made explicitly to emulate spaghetti westerns. As I recall, Sukiyaki is a type of Japanese dish, so even the title is making reference to how spaghetti westerns were named such.
But we wouldn't call an Animesque show an anime, even if it's explicitly trying to emulate anime.
Definitely deserves mention on the page, but I just don't think it fits the definition.

This page keeps calling this a Spaghetti Western... but it's Japanese. That seems like calling something a Chinese Anime... a Spaghetti Western is by definition Italian.
