Does Lutecia still have the limiter in ViVid? I think it's a fair guess that it has either been removed, or that she can release it (with the TSAB's permission) for the duration of matches. A D-rank mage wouldn't have much chance against opponents with rank A and higher. (Nanoha wiki
states as a fact that it has been removed, but it's not clear if it was actually said anywhere.)

As I have noted on the main Four Is Death page, Quattro is a poor example of the trope. Due would have been a better match, since she was an assassin working for Jail, and also the only one of the Numbers to actually get killed.
