It's definitely some form of drug other than tobacco, based on her translated speech. Whether it's actually weed is ambiguous (I've seen several fanfics suggest that it's dried sopor, or that, like Meulin, she smokes catnip, whereas others believe it is, in fact, marijuana; the fandom can't seem to agree on what the substance is, and Andrew hasn't really given any word on what it might be), but it's almost certainly not a cigarette.
