I am so tired of having to defend Ahsoka Tano's outfit from people who insist that a teenager wearing a crop top and a short skirt is inherently inappropriate and problematic; it infantilizes teenagers, causes them to feel shame over body parts that are not inherently erotic, and reinforces the sexist dress codes set up because schools aren't willing to teach boys about how not to objectify girls.
Also, nowhere could I find a source that Ahsoka was intended by Lucas to be 11. Are you confusing her with Marion from Indiana Jones?
