One seems to be fisically attacking an elder and the other seems to be about abuse even by innaction.

Not all kinds of harm are abuse. Arbitrary example, punching a senior who's been saying nasty things about your girlfriend is Would Harm a Senior but not Elder Abuse.

Yeah, abuse, by my understanding, is harm against someone you have some kind of relationship with (in this case, a child abusing their parent or a nurse abusing an elderly patient)
