It's an inversion of Ridiculous Future Inflation (like this one) and can be listed like any other example.
^ If it's done deliberately in a work of historical fiction like that video clip, it is an inverse of Ridiculous Future Inflation. But if it's in a work that was set in the present day when it was written, and it's just the passage of time that has made it seem small, that would be something like Values Dissonance or Society Marches On.
Specifically it's more of an audience reaction (so maybe not tropeable) but when you read a book and they tell you that something costs $3.50, which the characters react to like it's a lot of money. And it was - back when the book was written, but now that time has passed that large sum of money doesn't sound large at all.
