Honestly, that one always seemed like an exceptional magnet for creeps even by the standards of fanservice tropes. I've never quite understood why it allows examples at all.
We at one point had a trope about kids underwear shots that was cut for precisely this reason. So I'm now surprised it isn't against the trope's rules. Then again, is already a "no examples on the trope page" situation so maybe that was hoped to cover it.

...For the record, I have also never quite understood why we have two different degrees of "no examples allowed".
The mods do allow tropes like Base-Breaking Character and Squick to hav examples elsewhere, so it's not completely against the rules. I'm just saying that characters that are children shouldn't be listed as examples for Panty Shot because it's creepy and makes the website look bad.
No Examples, Please means no examples on the main page. They can be placed elsewhere, just not on the trope's page. It's misconceptions like this that lead to perfectly good pages getting cut.
As for the Panty Shot thing... Yeah, examples should probably be restricted. Maybe take it to TRS?

Does anyone think it should be against the rules to list panty shots for characters that are children? It's a fanservice trope, and listing characters that are little children comes off as creepy (bordering on pedophilia) . It's also basically Troper Tales & Fetish Fuel all over again. I removed a Panty Shot example of Buttercup from The Powerpuff Girls Movie.
