Looking at the history, there wasn't a image pickin thread for the original image or the usual warning wasn't put on the page

If there's an image, it doesn't matter how it was placed originally. Policy is to do an IP thread for any replacement.

Somebody changed the page image without sending it to the Image Pickin list. They also forgot to modify/remove the caption text. This was from June 20.
