The word you're looking for at the end is "discarded", not "bombed".
TLP drafts can be discarded by anyone after 5 bombs or more have been accumulated and 3 days have passed. Sponsors of drafts can discard their own drafts at any time if they choose.

I am just a bit confused about the Launch Pad when it comes to something being discarded. Does it take 5 bombs at least for a draft to be bombed?
