Do you mean that the character is still present in-universe but they make no physical appearance in the game itself?
Sounds like the characters fit The Ghost.
They're mentioned by a lot of characters and play a role in another target's backstory. The cut part I'm referring to is that they were meant to be targets at one point and had a fully complete mission, but it was cut (oddly, its referenced in Hitman 3). I'm just curious if we're allowed discuss tropes applying to said mission.

Hi. I'm wondering if there's any rules or policies against discussing cut video game characters. There are two unused characters in Hitman (2016) that are unused, but have sufficient tropes and are mentioned by other characters. I would prefer to ask before adding any further information.
