To my understanding, fanart can be allowed if, and only if, we have express permission from the fanartist, though not as a substitute for anything more official if available.
As for your question, as noted, 9 times out of 10 the main reason "why hasn't X been done yet?" is "nobody has done X yet."
^^ Any image with "fan art" in the captions can be removed. Keep the sprite art for the first game, Highly Responsive to Prayers, because those are official in-game art.
Edited by DivineFlame100It used to be that all Touhou character pages used fanart, except for a few with official non-Zun art. That's because Touhou lives off its own fanon and fanart, while the games are very bare-bones. In time, a mix of Zun's improving skills and stronger policies lead to them being replaced, but the PC-98 are the last remnant of these old ways, likely because most of those characters have not appeared in later games and so their official art is from the most lacklustre era.
Stories don't tell us monsters exist; we knew that already. They show us that monsters can be trademarked and milked for years.^ That's a very strange exception to policy just because of ZUN's sub-par artwork.
Removed all the fanart labeled as such.
So fan art is not allowed to be used for characters pages according to policy, so how come Characters.Touhou PC 98 has a bunch of fan art used?
