As long as you're within the age of consent, there should be nothing wrong with trying to ask her out (though, naturally, the chances of even getting out to have a couple of coffee are very, very low).
In any case, it's up to people whether to ask teachers out or not. Me, I never asked, though I'd consider doing so after I'm no longer their student (becasue I don't want to make things awkward).

I'm pretty sure most reputable institutes of education have rules against teachers dating students, actually. Regardless of consent.

My sister has a inter-generational friendship with an art teacher. She has a crush on him, but she knows having a potential relationship is a big no-no. He's a mature guy and very aware of the world around him, so I doubt it'll turn weird or cringe-y.

Basically though, a relationship with someone who is in a position of power over you is hardly ever a good idea. Most often that means someone who is underaged with someone older, or a student and teacher (and those two often overlap). So long as both partners are equals, its fine.
I have many problems with that movie beyond that scene.

Don't get me started. My old guitar teacher, who used to be a longstanding friend of mine, and a person who shaped large parts of my personality, ended up in a "relationship" with one of his pupils. She was barely 16 by the time; he was already over 60(!). It went on for quite a while, unchecked, and only ended after he started to get sexually violent with her. And then another 2 years passed by, until the actual truth came out, because he was pretty damn good at manipulating the folks around himself in his favour.
