Something to note, Katherine has a True Endjng as well. I think her and Vincent break up and she takes to a more adventurous and lavish lifestyle as Vincent tries and failsnto get her to date him.
The last shots do suggest she's still into him, but she's basically decided to let loose instead of being stuffy. Just as Catherine reinvents herself in hers.
I think it means the girls themselves become more Chaos(Kath) or Orderly (Cath) in their True Endings.
I like this. It goes well that just mindless hate doesn't lead to any change, nor does boycotting games hurt anyone but the localizers because Japan doesn't care and if you want to change it, you have to make actual efforts to work with Japans LGBT community to get that change, or they'll just accept it due to conformity.

A recent Fire Emblem game also did similar and I believe Chrono Trigger did that as well from my recollection.
For whatever reason, a lot of media still depicts trans woman for laughs or does the whole "Violence is ok because she's a he, therefore Acceptable Target."

The villain, Excellus/Exceli was a negative trans woman stereotype. Most of this was quietly removed in the english version, though some of it still remains.
Now you know we know why the character has breasts in their appearance in Tokyo Mirage Sessions ♯FE.
