I HIGHLY doubt Kazuma will be playable. He was cast into the Edge with basically no hope of return. Compared to characters like Kajun, Trinity and Jubei, him coming back would require far too many new details to be included into an already completed story. I wouldn't look to far into this. Mori just draws whatever he feels like. It would be like expecting Alpha or Gamma just based on him drawing them once.

On a completely different note, do the light novel and manga character pages need to include a list of all the characters who appear in them with links to the respective page? It seems to me like just including folders for the characters exclusive to those pages makes more sense and having constant links for characters like Jin and Terumi seems redundant.

That was my original intention for making the additional pages. There's no reason to even do that.

Guess it could do a similar thing to One Piece pages: "For [character name], go to [this page link]".

I didn't know the light novel and manga pages were made for that purpose. I just figured it was because the non-player characters page was getting too long (the light novel and manga pages combined contain the same number of characters as the non-player characters page). Still I'd like to state my reasoning for why I think it's unnecessary. To me the Blaz Blue pages seem to follow a hierarchy of sorts. The player characters pages are the most important since they are the most prominent characters in the series and everyone who plays Blaz Blue (whether for just gameplay or for story) will know/care about them. They are followed by non-player characters who, while not necessarily as relevant as those you can play as, do appear in the main games and thus are recognizable to even casual story fans. Lastly, at the bottom is light novel and manga characters since they are from Japanese-exclusive side materials that only hardcore story/lore enthusiasts will care about. To me, it doesn't make sense for something at the "deepest level," for lack of a better term, to point to characters above it since anyone looking at people like Meifang and Bell wouldn't need to be specifically directed to Jin and Tsubaki, especially since the links to all the other pages are at the top of the page. The character layout is already very straightforward so it's not like someone won't know where to find most of the characters that are being linked. I don't think this is an essential change but to me it is a bit tedious to sift through a whole bunch of folders that just have links when I'm looking for the light novel/manga specific characters.
