One Strip! One Strip!Nothing really, CP was his debut so naturally he needed some spotlight and establishment but now that that's passed, that no longer needs to apply. And it's just Ragna & Jin....because they're assholes, everyone else more or less gives him proper respect; Makoto only knocks him on his ass only once.
And he does get a moment when he beats the shit out of Azrael.

Kagura has a really cocky attitude and likes to present himself as the best, but in CP he was only able to beat crippled Ragna, stall Level 1 Azrael and then got instantly taken out by Izanami. All the other good characters find his attitude annoying and don't like him much, plus he's overconfident, doesn't plan ahead well and relies on Hibiki and Kokonoe to actually get things done.
The whole "Kagura is an OP Mary Sue" only works if someone just accepts what Kagura says about himself and ignores what he does and how others treat him.
....Rob never said he was a Mary Sue so I don't know why you brought that up :V

In any case, Kagura is good, but he's only the strongest "normal" human in BB. That's like being the strongest normal human in e.g. Dragonball. It doesn't mean much compared to all the monsters running around.
To be fair, the strongest completely normal human in Dragonball, Krillin is more powerful then the entirety of the Ginyu force, who were, at the time they were alive, more powerful then everyone else barring Frieza and (after enough zenkais) Vegeta.
With the right attack, he could destroy the planet as easily as most of the other characters do.

To give Kagura credit, he's stronger than any other character who doesn't have plot hax on their side. Everyone else either has either magical artifacts of death, shonen powers that let them do whatever, are gods, use magic, etc etc.
