The Helghast Sniper. She can cloak herself and deliver a headshot with an anti material rifle.
While Luffy is immune to the bullets used in the setting, his rubber body won't give him any advantage against modern bullets. His Busoshoku Haki might though and if he can find The Helghast Sniper with his Kenbunshoku Haki and turn the fight into a melee one he will win. So if she can take out him fast the victory is hers, but the longer the match lasts the better it looks for Luffy, assuming he finished before depleting his Haki in which case the sniper would in easily.
Not bringing up Gear Second since any decent sniper can lead their target.

Either Talion wins or stalemate. Talion has immortality, as in he returns to life infinitely. Atom may eventually be killed, or at least branded.

Depends on her level. Entoma is pretty decent level, 51, and if she has time to prepare she'll spread all kinds of traps around with her talismans. But if her shotgun can break a few feet of steel Entoma is going to lose.
Captain Atom vaporizes, incinerates, or atomizes her. The gap in power between them is pretty insurmountable.
