They've drawn her face. They've got less than a year to get the thing on the air—they've almost certainly got several episodes halfway finished, and have probably started storyboarding the rest. Cartoons take forever to make.
But I imagine the reason they haven't shown her face yet is that they're trying to keep some suspense. Assuming there's not some secret development, like the gold eyes of the Fire Nation Royal Family or something that they're holding back.

You know what would be fun? A simultaneous Fanfition/Livebloggging where a community of authors rewrites each episode in Fan Fiction form as it airs. It would be like a game, trying to keep the plot steady between the shifts of the IRL show and all the different writers. It'd be like a giant game of Chinese Whispers sorta.

Picture the scene: Immediately after the war, Zuko pulls the Fire Nation soldiers out of the Earth Kingdom, and the Earth Kingdom soldiers who were out fighting the war return home. Since there's not much to do, they get jobs as policemen/guards. The Earth Kingdom, meanwhile, wants the Fire Nation colonists out and all their land back.
But after 100 years of colonization, the Fire Nation population in the colonies is almost more than that on the mainland - there is NO WAY the Fire Nation could handle that much immigration. Plus, the colonists aren't exactly happy to be told to leave the only home they know. When the colonists are stubborn, the Earth Kingdom gets nasty, sending their soldiers to "encourage" them. The Gaang faces a revenge war on the Fire Nation if the colonists don't leave, and a civil war in the Earth Kingdom if the soldiers continue to harass the colonists.
So they get the idea to build a city in that vast desert where the library was. They convince the sandbenders there that it would be great for trade if there was a big city in their home. Aang goes Avatar State and converts most of the desert into bedrock. Now that the sand is solid, Toph discovers groundwater reserves with her echolocation, and Katara brings a team of waterbenders to draw it out and create artificial rivers. Because it’s meant for Fire Nation colonists, Zuko and Mai provide the funding. Sokka is charged with designing it and of course goes all out and creates the most technologically advanced and efficient infrastructure in the world, hiring the Earth Kingdom soldiers (plus Toph the metalbender) to create it.
As for how it became so cosmopolitan, well, the soldiers decide to bring their families and move there along with the ex-colonists, because that’s the only place with jobs available. Toph probably founds a metalbending school, drawing more Earth Kingdom residents there. Katara, now that the need for fighting is much lower, concentrates her waterbending talent and sheer determination on healing, and founds several hospitals to help treat both the physical and psychological wounds the war has left behind. The need for doctors draws waterbenders from the poles and the Foggy Swamp. And of course, the sandbenders are already there. Because it was founded by the Avatar, funded by the Fire Lord, designed by the Chief of the Water Tribe, and built by the Queen of Omashu, they decided not to let any one country claim it, but just make it neutral ground.

Since it's the last island in the Fire Nation archipelago◊ and quite close to the Earth Kingdom, RC could have started as a mediator between the two.
However, I really do like the idea of seeing more of the Sandbenders. Maybe Korra's earthbending teacher can be/was a Sandbender, since that type of Earthbending is similar to Waterbending and thus easier to learn.

Part of me likes the idea of her having Fire Nation ancestry and the requisite Eyes of Gold, although that might be getting into Sue territory.
HodorWhy would it be Sueish if a whole nation has Eyes of Gold? It would be huge implications for the world being a more open place. Wasn't it implied in ATLA that separation is a big illusion? Korra might even have some specialized steam attacks!

The reference to it being a 'mini' series appears to be based off of the caption to the screenshot in one news site reporting the new series. My guess is that the word 'mini' was thrown in by the captionist, because if it was confirmed by the authors, we'd be seeing the word 'mini' in a lot more places.
