Re whether this stuff is DLC: That depends on whether you count it as "content" that's part of the game.

One could argue, actually, that it's extras for the main game, and DLC for the (trading and social standing) metagame.

That said, it's more similar to all those optional goodies in F 2 P MMORP Gs, and that stuff is generally not called DLC.

The spreadsheet says 1.33 to 1.66 refined, while the warehouse says 4760 credits (compared to 4500 credits for a refined).

Wait, how do you craft this thing? The official wiki says you can craft it.

I don't think the game distinguishes between Hat and Misc for that, since they're essentially the same, just in different slots. You can get either the pirate hat or bomb belt if crafting Demo's pirate set "headwear", for example. It's just called headwear since it used to be only hats.

Anyone ever play Fat Scout? It's surprisingly effective.

You see, take away the Heavy's Minigun and food items and give him the Fists of Steel, and he becomes Fat Scout!

Yeah, once you get the Attendant Degreaser/Powerjack Pyro becomes the only way to go. It's one of the few direct upgrades that long-time players enjoy.
