Most installments only really add onto the previous characterizations, there are very few changes outside of the original game which are solidly Early-Installment Weirdness.
Even Arfoire is the same basic person in every single work, even though she has different origins in Rebirth 1/Original.
Even if there are 2 of them in the same game they have most of not all of the same traits, like Vert is always a Yaoi Fangirl, MMO freak and bouncy.
Adult Neptune is really the only exception and she is treated as an utterly different person and unrelated to CPU Neptune in the work itself.

There still are various differences, i.e. Nepgear briefly becoming a Butt-Monkey and Rom starting out extremely introverted when untransformed but that quickly changing.
I would treat the different versions appearing in the same work as separate characters and not include their quirks in the list.
Nepgear is still the Butt-Monkey, if she isnt suffering funny suffering or the serious or geeking out over the latest tech it is not Ge-Ge. I mean well look at what Nep did to her in the Sega Hard Girls game...
Rom was only like that cause she hadn't met Nepgear, after that and in every subsequent entry she is a little more out going to emulate her "Nep-gear-chan" as she says it in the Japanese version and 'Miss Nepgear' in English.
Aww, that's a damn shame, Noir's VA is my favorite from the little I've heard from playing Rebirth 1 so far.
Did the VA actually confirm that she won't be voicing Noire anymore?
Sometimes when VAs announce stuff like that, continuations of longtime roles are treated as an exception.

She has confirmed that she's not voicing Noire in Cyberdimension.
Her response to questions about VIIR was that it would depend on the contract.
When they switched V As for Vert they got a really good one that sounded quite alike so I expect the same with Noire.
Ehhh, Tara Platt's replacement certainly sounds similar but lacks the same charm as Tara's acting. She sounds too wooden.
At first yeah but she has gotten into it now.
Gotta say, majority opinion I've seen around the fanbase is against you there, Memers. Most who commented on the change said they merely learned to tolerate it by the end of VII. Did she improve significantly in Megatagmension or something?
Anyway, a major concern I've seen with Noire is that her VA injected a lot into the character that simply isn't there in the Japanese track.
I'm with Memers on this one; I didn't even know it was a different person until I read that Characters page.note Though I will say that Keranen's Vert lacks the bass that made Platt's Vert so good. Her rendition of Satsuki has the same problem.

I am still annoyed that the Fairy Fencer F Advent Dark Force bug still hasn't been fixed, I can't play the freaken game.

Apparently Fairy Fencer's "drm license" expired...which makes no sense. The game was only released a few months ago.
Welp, I got Hyperdevotion and Re;Birth 3 off Steam. The former won't even run and the latter has no sound. Aces.

And sweet Fairy Fencer F is working again, although according to the steam forum a new encryption seems to make it impossible for modders... there were modders?

Okay, so apparently the game isn't compatible with Windows 10, and I'm assuming the same with Re;Birth 3.
Is there a way to go back to 8 without losing files?

Looking it up do you have AC 3 audio filter or CCCP Codec packs installed? Apparently the two games conflict with these. If so try uninstalling them and run it. Possible replacements would be VLC and/or K-Lite if so.
I use VLC personally and the games run just fine.

Compatibility mode, just right-click on the game and hit properties, then compatibility.
Tried that, didn't work.
I installed the K-Lite thing but I have no idea if I have a CCCP codec or AC 3 audio filter installed, nor do I know how to find out. I tried looking but didn't find anything like that, so I guess I don't. Regardless, the game still isn't working for me.

So now that you have K-Lite installed does it work?
Nope. Still getting the error message.
I emailed IDI's support team about it and Re;Birth 3 since Steam Support couldn't do anything and if they can't help me I'm just gonna request a refund.
EDIT: Actually, are the games on PSN or something?

Both games are on PSN for the Vita/PSTV, there is literally no difference between the versions aside from resolution options on PC and Noire has some decently long load times on Vita.

I try to launch the game, but all I get is an error message saying "Hyperdevotion Noire: Goddess Black Heart has stopped working".That's it. For Re;Birth 3, the game does launch, but there's no sound whatsoever.

They were on there first, so obviously they're on PSN.
^ The only thing I'm worry about is how we'll handle referencing things from various versions of them, especially when >=2 different versions of them are in the same game.
