Also the 'drawing water from the atmosphere' trick is not to be underestimated. It means that even if you block or dodge every attack he makes, you'll die before he runs out of power. I mean, he could stop trying to kill you with ice and start killing you by just draining the water from your body.
Since when has hitsugaya ever shown draining the water out of someone? because considering his track record of only winning 3 fights loosing 4 and 3 were interrupted, that seems like a broken ability.
Also someone said earlier that hitsugaya was loosing the fight with Halibel but Aizen struck down Halibel because she was a huge disappointment which says other wise.

He hasn't. I'm saying he could learn to do that; it's not really any different from drawing water out of the atmosphere.
In that case, you can argue that Rukia could learn to spam her attack without danger for herself. Considering it is her first use of Bankai, you could even say that she has far more room than Hitsugaya for improvement.
We don't know the extent of either of their waterbending, so we shouldn't make heavy assumptions.

The sad, REAL American dichotomyThough so far Rukia's Bankai seems to make her a Glass Cannon and Fragile Speedster, though not an exaggerated version. She herself admits that's its best for her to avoid as much damage as possible.
She would have probably had a harder time against a Stern Ritter who didn't focus on psychological warfare. And focused more on direct fighting like Bazz-B.

Here is what the other wiki said about what restu unohana said about ichigo power:
"Unohana doesn't believe his reasoning until Ichigo explains that the condition of his Bankai's shihakushō is able to give a clear example of how much Reiryoku he has left. Orihime had already healed him, but told him that it would take longer to replenish his Reiryoku, and since he went to help Rukia and the others, his Reiatsu never did get fully replenished."
"He then points to his sleeve that he has left and says this is how much Reiatsu he currently has at the moment. Unohana then thinks to herself that it is impossible, as there is not even half of his shihakushō left, causing her to wonder if his Reiatsu is only at half. Unohana then realizes that she must have mistakenly thought that Ichigo's Reiatsu is at full strength because it was comparable to a captain's. Hitsugaya clearly didn't win the fight and it was a draw.

The fact that Shunsui's zanpakto is a "selfish zanpakto" and dosn't have much control over it should put him at a disadvantage, also the fact that the opponent can use his own color game ability against him, dosn't make his shikai that impressive.

Rukia and Toshiro both draw distinctions in their zanpakuto that for the most part seem utterly useless. Rukia claims hers isn't an ice type but a freezing type and he claims his is ice and snow.
Besides Toshiro being able to use the water in the atmosphere to restore his bankai and manipulate the weather to prepare big ice attacks, they're both making distinctions for no real purpose. Neither of them has ever attacked anyone besides trying to hurl ice at them or freeze them in ice, so for practical purposes they're zanpakuto's are the same.
I'll say that I think Kubo is trying to portray Rukia as having more raw power than Toshiro, but his is still far more useful than her's so it doesn't really matter.

We don't really know how strong Rukia's attack actually was except that it was an instant kill. I suppose she'll show it off again when the plot gets back to her and we can get some more details. I suspect that her bankai isn't just one huge attack unless she wants it to be. Most likely she can limit how much energy she puts into it as a tradeoff for how vulnerable it leaves her.
And again, that giant snow flower thing Hitsugaya pulled off was pretty potent.

"If you weren't so crazy I'd think you were insane."Also, we've seen both Rukia and Hiysugaya's Bankai are capable of one-shot shattering Captain-class opponents in the same way. Hitsugaya wasn't using Tenso Jurin for that either.
Despite all the talk about Rukia's being way better when she first showed off the new skills, I think they look fairly even right now.
edit: And Rukia's distinction was mainly to show how it operated differently. She's also never shown manipulating water and ice like Hitsugaya has.

Speaking of ice flowers, this past chapter showed Hitsugaya still has them floating behind him.

- Ice and snow are not the same thing as "cold". Cold is the removal of energy, specifically heat. Ice and snow is the solidifying or crystallization of water. Rukia's bankai has thus far only done the former, while Hitsugayas is all about the latter.
- I maintain that Ichigo's power level is not the same as his reiatsu. His reiatsu seems to moreso be his "potential" while his actual power is dependent upon other things, like physical health, state of mind, techniques, etc.
What if Unohana is a zombie now?
So are Ikkaku and Yumichika supposed to be dead, or just unconscious? I ask because someone added them to Famous Last Words.

I wouldn't like that because then she wouldn't be in her prime, having died before that. Unless she still ends up being a bigger threat despite that, that'd be pretty hype.
It might not matter if she just goes into bankai and lets everyone melt around her.
