During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

This will be the main portion of the Effort Post. Here you list all of the crimes committed by the candidate. For candidates with longer rap sheets, keep the list to their most important and heinous crimes, we don't need to hear about every time they decide to do something minor or petty.
Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Well I know Machinedramon and Mumtaz are legit qualifiers, and I can take or leave either incarnation of Director Kakuzawa. Her other proposals don't go up or down.

Okay, I'm not gonna lie: I was aware of the whole "sockpuppet" thing, but was planning to wait a couple days before I said anything about it, to get more confirmation.

No one still answered about Kakuzawa's screentime. I have watched little of the series but from what I have seen Kakuzawa had very little screentime, does he show any personality in the screentime he has?

I would say that ~Fried Warthog corroborates the Mumtaz effortpost pretty well. The other one? I don't know.
And by the way, the ban-evader, in one of her other handles, was trying to talk another poster into supporting Barrington, as far back as 2014. So if that might be a warning flag if they come back — someone who's leaning hard on getting Barrington included.

I and a few other users know the ban evader from VW. She has a flimsy grasp on how this trope works and presses for numerous non-qualifiers to be added (verging on outright harassment of people who disagree with her). And yes... she's quite keen on ban evasion. Let's report any further instances of her ASAP, especially now that Barrington's been ruled a non-qualifier.
Here is a rough draft write up for Mr. Bartell:
- Assault' (In The Devil's Garden'' in North America): The Villain, Mr. Bartell, rapes a schoolgirl named Tessa in the woods, traumatizing her into a catatonic state. He later rapes and kills another schoolgirl named Susan. Julie West, the school's art teacher, acts as bait to lure the killer out, and is nearly raped herself in an unsuccessful attempt to catch him. When he hears that doctors and police are working on bringing Tessa out of her state to tell them what he looks like, he kills a chemist and removes the fuses in his building so that it will explode as soon as someone tries to light a match and search the dark place for him when they come in to do business with him, causing the police to leave the hospital and investigate the scene. He takes advantage of this by trying to kill Tessa, and when Julie realizes he is the killer, he decides to try and kill her before raping and murdering Tessa.

I can confirm that what was said about Mumtaz and Machinedramon is all pretty much accurate to their characters and crimes, but the others have room for skepticism.
Yes, him. And he's only one example of this user's "any villain who is a rapist or in any way even the slightest bit rapey is automatically a CM" policy that she has had for years now.
