What do you mean? He did do a background check on Zouken. That's why he handed his kid over. The Matou were an old magus family nominally allied with the Tohsakas that had fallen into decline but were otherwise perfectly respectable. So what if Zouken eats people every now and then, they're just muggles and don't count.
Also mage families don't check on each other like that. They just don't. Zouken wouldn't allow it and by the values both of them share they know that Tokiomi shouldn't expect it to be allowed.

Did Zouken have a crush on Justeaze?
The way to avoid it is for him to get his head out of his ass and tell Tokiomi what's going on. It would just take five simple words: "She is not the heir" or perhaps "She isn't learning anything, jackass." Tokiomi is okay with her being trained with worms and stuff because being a mage is dirty and terrible either way, but not if she isn't getting anything out of it.
Yes, Tokiomi could have chosen to raise both girls, but in that case one gets to be the heir and the other gets to live a life of being useless and unable to pursue her immense potential. Plus she'd be in great danger if she wasn't an heir thanks to that potential. It's just asking to be kidnapped and experimented on. Further, most mage clans don't need to borrow an heir because they have their own.
Really, though, there's a reason it's a good thing Tokiomi died before he could influence Tohsaka much. She'd have either ended up the perfect magus she tries to be or left the lifestyle in disgust. Much as she looks down on Shirou she doesn't really get mage values and culture.

Yeah, Rin without canon!Tokiomi's upbringing is a lot more preferable than the likely alternatives. Now, Rin being raised by an AU!Tokiomi who has been made to see just how awfully he screwed up with his well-intentioned decisions and convinced to actually do the humanely right thing instead of the magus culture-based "right" thing... that's a different story.

Well, that would depend on how her father influenced her. It could be a negative change or a positive change, and not just because of him; he could try to teach her something actually bad (though considerably less so than what his canon self would've done) with good intentions, only for Rin to somehow figure out that it's a Bad idea and end up going in the other direction from that (i.e. positive change despite Tokiomi's actions).

It wasn't overuse of Projection that made Assassin!Kerry look like that, it was the power of fanservice and becoming a Counter Guardian that bleached his hair and darkened his skin.

Nasu: Come to think of it, the internet project you're doing with Mr. Ohta —"Maaya Sakamoto's Full Moon Dramatic Reading Hall"— is recorded at the same studio where we held the Garden of sinners auditions. The other day I saw you, when I stopped by the studio.
Sakamoto: That's right, that's right. Oh, and I just remembered this now, but for the Garden of sinners, I auditioned not only for Shiki, but for Azaka as well.
Nasu: Right, right.
Sakamoto: Looking back, I have no idea what possessed me to audition for Azaka. (laughs) Now that I think about it, all I can say is that it was so not me. But I guess back then, I still had the image of someone who played younger sisters, or vivacious young girls. Actually, Shiki wasn't the kind of role I usually took, being such a cool-headed character. But I did sense that the Shiki type of character was a good fit for me. even before the Garden of sinners. So during my audition, I was able to play Shiki just the way I wanted, the way that I saw her in my mind. So when I heard that I'd gotten the role, I was pretty surprised...it made me happy that my own perception of the character had been so well received.
Nasu: I thought it would be good to have a newness to Shiki's image. I discussed what we should do with the producers, Mr. Iwakami from Aniplex, and Mr. Kondo from ufotable, and as soon as we heard your voice Mr. Iwakami-san and I both said, "Yes! This is the one, don't you think?" We couldn't praise you enough. It was exactly how we'd imagined Shiki would sound, and also, we all felt that the actress's own expressiveness was coming through. As it turned out, during that meeting we said, "OK, we're going with Ms. Sakamoto. End of discussion." And when I got back to the office and told Takeuchi, he was thrilled. (laughs)

Y'know, I kinda want Ravana appear as Servant, either as Berserker or as Archer. Because that guy basically has Heracles God Hand on steroids. If steroids have steroids,
Heracles God Hand basically gives him 12 extra lives, with each iteration basically immune to what kill him.
With Ravana's Pancasoma, though? He didn't get 12 extra lives. No, sire.
As long as part of his body touch the Earth, then he's basically unkillable. Like, "ressurect from being atomized into full strength" level of unkillable.
That's pretty powerful. But at the same time a lot of servants are going to have ways to get around that. I like the idea though.
He's probably a poor match up for a lot of Riders with access to flying mounts. And Casters. But the 3 Knight classes would have a lot of trouble with defeating him.

I want a sane Herakles. Bonus points if he lives up to his Chick Magnet credentials... and extra bonus points if it also involves Arturia looking at him, raising an eyebrow, and commenting that he's more good-looking than she expected but she's not a shallow-minded woman... and she actually prefers lean, averagely-sized guys. Especially ones who are so stubbornly but well-intentionedly chivalrous to the point of near-suicidal stupidity that it actually becomes rather endearing in her personal opinion.
Then she coldly denies Rin's teasing accusation about her description being a dead-ringer for a certain redheaded young man, before cheerfully accepting another steaming bowel of delicious food from said young man.
