Is this a trope?: Nipple And Dimed

I'm very confused by this page. The description is essentially a dissertation on nipples not being displayed in American media, without indicating any actual trope. So I tried to look at the examples to figure it out, but the examples are a mishmash of X Just X, "This artist does draw nipples" and "this artist doesn't draw nipples!"

In short, The page is not very clear as to what it is, to the point where I doubt if there's an actual trope here. I would not mind an example less page explaining how this led to tropes such as Godiva Hair and Censor Steam, but I'm not sure if this is in and of itself a trope.

Short form: You can show bare breasts as long as you don't show the nipples. Costumes, sets and shot layouts will all take this into consideration.

This page...needs some serious reworking then. Nothing about the description suggests that definition of the trope, the Laconic is all but useless, and there are as many "examples" that don't fit the trope as do.

Well, I like the article, but you are right that it could help to actully spell out what it means...

I think the description is fine. OTOH, I'm not sure there's a significant difference between this and Anime Anatomy, aside from nipple-less breasts being a subset of Anime Anatomy.

The description of both tropes N&D specifically states Nipple and Dimed as the "progenitor", "precursor" or something, apparently in a chronological and sociological sense; whereas AA seems to be the supertrope body-surface-wise. Instance-wise, however, there is no practical distinction between both tropes except something like one was from The '80s and the other from The '90s (for example), or a media barrier to that effect.
