When it comes to the suggestions, I think 8.2 looks the best. Regina is wearing a malevolent expression indicating her villainy, and the Hollywood Homely Cady next to her looks nervous, so we have a less beautiful and less evil character as contrast.
25.2 doesn't work at all, it may as well be a badass heroine blasting away a villain.

I would personally like to see a male or male-female example though as we do have a plethora of other 'evil hot girl' tropes. A couple takes on the Fenris twins from Uncanny X-Men:
My problem with most examples is that it just shows people who are beautiful and evil, but the trope is that beauty is an indicator of villainy. I'm not sure how to visualize that connection.
Hm, I know he turns out to be Ugly All Along but he is vain and is implied to used to have been this he's just trying to cling to his looks so... Sarousch from The Hunchback of Notre Dame II?
If we want to highlight the connection between beauty and evilness then 10 is the best one.

I just rolled that back. Using the same guy as on Ugly Hero, Good-Looking Villain is one thing; using the same scene is likely not going to fly anyway.
