Nagumo Koushi is 12 and has lost his house in a fire and is abandoned by parents. With nowhere to go, he has to stay in a female college dorm with 4+ Shameless Fanservice Girls with greek names. Koushi effectively attends two classes while avoiding depression.
55 chapters, it appears it's trying to go with a Iyashikei tone while finding excuses for Koushi to run into the girls naked. Koushi himself is never a subject of inappropriate humor.
Me raising an eyebrow:
- Chapter 6. Sueta, Koushi's classmate and thus about 13, joins the cast and gets into "suddenly almost nude and in a curious pose" situation.
- Chapter 7. Koushi falls on Kiriya in a bathroom with very Not What It Looks Like.
- Chapter 16. Koushi accidentally kicks Sueta right in the groin while sleeping.
Other than those (meaning I haven't noticed something else questionable for the demographic), the typical joke is the girls being walkless shirtless scenes, with some chapters even forgetting about ecchi and going with just a standard school romcom. Explicit nudity is avoided. In the final chapter, he picks the girlfriend out of the cast and timeskips.
If the abovementioned is fine, then the rest is.

Stan GaruKaru for clear skinI am the OP, and I made the report because, in my view, the work seems to meet the same criteria that got the anime version of Kanokon banned (overly sexualized female characters making advances on a non-sexualized but disturbingly young or young-looking male character). I haven't seen either work so take my input with a grain of salt.
Kanokon might have been one of the works reviewed by the 5P in 2012, and as this comment argues, we shouldn't take their judgements as precedents for other works.
