I made Sandbox.All Blue Entry to make it easier to work on Administrivia.All Blue Entry's text. For now, I mainly stripped most of the links and removed the quotes (since the quotes are unrelated to the page's subject). I also copied the original text (including the quotes and potholes) to make it easier to create SelfDemonstrating.All Blue Entry.
I didn't touch the image or the caption, due to the Image Pickin' note. If necessary, the Administrivia page's image can be taken to IP. I don't have a problem with the image; I mainly think the caption is more suitable to the self-demonstrating page, and I think removing the potholes from the Administrivia image would be sufficient, though I think keeping the pothole to Sinkhole in the word "them" is fine.

I believe All Blue Entry should be on Administrivia and possibly have more official sounding verbiage about the rules against creating such entries.
