If it was called Evil Is Cruel, I would agree. Letting someone die because of your evilness is not petty in my book. The trope is especially about minor evil action that in contrast to the villain's usual MO would not incur serious damage.

I don't know, the current seems more like Poke the Poodle and/or Harmless Villain to me? There might be overlap, but Evil Is Petty is more general. I'd like to hear people's opinions on this image I found from Snow White. Putting a can of water just out of reach from a dying prisoner seems pretty cruel and petty to me at the same time.
