It strikes me that it is making assumptions or judgments about the thought processes of a work's creator, but that's not exactly a scathing indictment. Moreover, it is not thriving terribly well. Given that the YMMV index is open, anyone could have added it without discussion occurring.
Digging into the history, it was added in January, 2012 by ~thewriter.

"Outgrow" implies that it's a change that needed to be made, when the description is simply about something that changes over time, and not only brings up how it can be the full range of negative to positive, but links to separate tropes that cover those outcomes.

My understanding of Outgrow The Trope is "this piece of media used to use this trope, but no longer does for whatever reason." An example from the page:
So then, why is this YMMV? It seems to be entirely objective, and it doesn't require the audience's opinion about the trope or its removal. I fail to see how it differs from similar non-YMMV tropes like Put on a Bus, Early-Installment Weirdness, or Out of Focus.
