Thats a goal not a personality trait. But why does he want to do that? And his being evil in a world of horrors is not a compelling reason.
What is he afraid of? How does that fear impact his goals?
How did he become evil in the first place?
Was he born before or after evilz victory over good (and neutrality)? How has his upbringing shaped who he is?

Your character is incredibly BORING and that gold nugget of a setting concept is BORING because u dont seem like u wanna put in the work to make it interesting. Not only is this website itself a major resource (I've learned TONS) but the innumerable creators here can help u develop a raw idea into a fullfledged story with compelling characters and a compelling plot. But u have to do the work.
A boring character in a boring plot will not succeed. A protagonist needs to struggle and overcome obstacles in pursuit of their goals and be changed in some meaningful way or the whole experience was wasted.
Make me care about him, make me care and then hurt him, and then i will be emotionally invested and buy your next work in the series or clamor for a sequel while writing fanfic and telling my friends how amazing that story is.

While I've been following this thread mostly from the sidelines so far, the glaring thing is, in itself the concept of classic horror monsters controlling the world is interesting, but the execution you're going for is... less so, I'm afraid.
The world working perfectly as designed due to interference of the higher intelligence is boring; the world where this idea is deconstructed and the aforementioned intelligence is just barely holding everything in check while infighting is plentiful would allow each of the monsters to shine in its own way and make them unique beings rather than simply rows of faceless ranks of some overbearing abomination. Their characters, and flavours of evil they represent, are wildly different. Make use of this and worldbuilding will practically do itself. What do parts of the world ruled by vampires look like? What about the mummies? What culture would form in Mummystan, and what culture clash would happen between the locals and Vampirelandians? Do zombies organize raids on vampire's lands for peasants to turn, or are they a local infestation the vampires have special police force to deal with? How does this all work?
Likewise, your protagonist being a blank serial killer who's perfectly adjusted to the climate and motivations of this world is not just boring and unsympathetic, but plain unlikeable and flat-out impossible to root for. If he lacks any sort of personal conflict and his whole personality is empty save for the need to rule the world, then quite frankly, you're not describing a character, you're describing what would be somewhat clichéd antagonist to the real hero in any other story, leaving us with no-one of note to follow. I'm guessing you're going for a hard-core Anti-Hero or an outright Villain Protagonist, but there's only so far you can go before we lose any interest in the character.
As for "how to make him appealing" question, he can still be bloodthirsty and a bastard, but show that he has some standards, and make him charming to the audience - smart, Wicked Cultured, creative - and it will make him far more sympathetic. GRRM's quote on tope of Villain Protagonist page is pretty indicative of what you're looking for. Figure out how the fact that he's the Only Sane Man of this world affects his interaction with said world. Does he just roll with insanity? Does he roll his eyes at it? Does he actively oppose it and tries to impose order? Just the fact that he's the Only Sane Man could be a source of some internal struggle and conflict.

Rejoice!How I am going to modify my character to be a appealing Villain Protagonist that is appalling and full of hatred without going too far.
There are more evil villains and monsters out to kill him in order to survive and become the most wicked and savage thing in a Horror-infested Earth such as Hantu Raya, Nero the Dragon, and other creatures.
I'm really interested in looking forward to expand the culture of the Horrors. Here my ideas of the culture of the Horrors.
- Most Horrors like to organize barbarian raids towards other Horrors
- In ghost-infested areas, they are ruled by a Great Ghost which has power over them.
- The culture of the serial killers are usually taking breaks of killing other Horrors with reading books and eating the flesh of Horrors.
- Vampires are often come in a wide variety of species in mind and their habitat is often a place of eternal darkness
- Zombies often roam place to place, sometimes led by a Elite Zombie. They are considered fair game by other Horrors because they think zombies are mindless.

Up in Useful Notes/Paraguay... I think, at this point, you need to basically start writing. Put your character into scenes, write them, their interaction, their method, their attitude, their everything.
If you don't feel satisfied, stop writing current scenes, write others. Either you try to rewrite the scenes, or write new scenes altogether.
Sucks? Certainly. But sadly, for most of us, writing is just another trained craft like any other craft; you need 10000 hours hand-on-pen/ keyboard to get the hang of it.

Up in Useful Notes/Paraguay.....so your telling me the one reason you don't wanna share anything about your idea is because it's top secret?...Are you mother flipping kidding me?! Even I wouldn't mind sharing my work to people in order for them to critique on it. It's gonna be harsh and you can't help but end up in a big temper tantrum about the whole thing but hey, I learned from that mistake and tried to improve on my self esteem.
MIAI don't like to spoil a lot of the plot, can't we just continue on the world building project. I don't want to see ending in a flame war.

MIAMaybe try focusing less on the creatures and more on the people? Like, try a serial killer that doesn't really fit the idea of a serial killer in normal society. One that hunts monsters, but may be a monster on the inside themselves?
Okay, let's say he wants to rule over all Horrors and try to fight the Source of Evil.
