It has been fifty years since the first super human appeared to the public, and in that time things have changed immensely. Where once it might have been strange to see a someone flying through the skies, or lifting ten times their own weight. However as with all things there are two sides, and with the Super Heroes also came, the Super Villains. People who used their powers for selfish purposes, no longer caring about those weaker than them. In the early days the battles between the Heroes and Villains rocked the entire world, raising up death totals and and damages until both sides realized they could no longer continue like this. So the Heroes formed together, creating teams and a world wide organization known as Justice Defense. With the unified efforts of the worlds Heroes those who used their powers for themselves began to be toppled, and it seemed like the Super Villain was going to be no more than a bad memory.

Seeing the destruction of their lifes work the greatest Villains the world had ever spawned came together and formed their own group, Dark Bank. They would organize the world of super crime, enforcing strict codes to make sure the Heroes wouldn't lock them all in cells until the day the sun died. Any Villain that isn't connected with Dark Bank will have a bounty on their head from both good and evil sides. After all, if someone goes and kills an entire city the Heroes will strike back ten times harder, cracking down on everything and making it impossible for them to get a dishonest days work done.

But this is the start of a new story, one of an up and coming Villain that might have just gotten their power, or is finally done with training and coming out of the shadows. The future for them is as open as the sky. What they make in this world is up too them.

Welcome to City of Evil, a new RP created and run by Underworldlord. In this RP you will be taking the role of a Super Villain at the beginning of their career, working your way from the bottom to the top. Here is how that looks

Each climb up the ladder will require infamy, the only real currency worth anything in the Super Villain community. A character gains infamy by preforming acts of evil throughout the city or the world, so long as it doesn't conflict with Dark Bank's own plans and doesn't step above your current part of the ladder. Anyone who does try to take that step will have their door promptly blown down by Dark Bank's finest assassins and have themselves terminated. (Every hear of the Inhuman Rhino? Yeah, that's what happens when you cross Dark Bank). Eventually you can use your infamy to buy goons, a base, and even a seat on the Dark Bank Council among the best of the best.

Classes

There exist 5 basic starting classes that players can build off of as the game goes on.

Physical Enhancement: Physical Super Power base. Think very strong, fast, athletic, energetic, stuff like that. People in this class can do something better than anyone else. Start out limit would be lifting a car, or running at at a speed to keep up with a normal car for long periods of time.

Super Powered: People blessed or cursed with some amazing ability that they can control. Throwing fireballs on a whim, electricity absorption and use, heat vision, teleportation, things of that nature belong here. Of course remember that using these abilities will tire the person out, same as running or fighting.

Mental Enhancement: Super smart and great planners, people in this class have been gifted with the ability to think one step ahead of their enemies, through they tend not to have much going for them physically. This class actually starts out with a few goons under your personal control. They are best at talking their way out of situations and pretending like they were never there to begin with.

Mystical Arts: People who have studied the art of magic and perfected some field of it, despite not having some of the more valuable and useful books. People under this class have the ability to cast spells that make up for their lack of other powers, but tend to have glass jaws and tire quickly if forced to use too much energy.

Technological Master: The mad scientists with a chip on the shoulder and something to prove. Most people under this class make their own weapons, through getting funding in order to invent their ideas is much harder than it seems, as Dark Bank doesn't hand out loans to those who haven't proved themselves. They are also able to analyze and use alien technology as easily as terrestrial.

Notable People

Dark Bank's Big Five

Broker- Founder of Dark Bank and person that shouldn't be messed with if you value your continued life. No one knows what he looks like, as he attends meetings as a hologram shadow. No one knows where he came from or what powers he actually has, just that he is one of the most feared members of the Villain community, so feared that he managed to calm down the chaos of Super Villiany into a business.

Vessel- Lord of Dark Magic and King of Chaos. Vessel is a punk rock type women covered in numerous cult tattoos and sporting a look filled with hellfire. Its said that she sold her soul over a hundred times and gained powers from every type of creature that crawls in the darkness. She than signed a contract with Broker to keep her out of hell. Turns out the best lawyers in existence aren't in hell, and those that end up there can be replaced in minutes.

Gadget Master- At first apperance this eldery scientist appears to be past his prime, but this is an act that covers one of the most brilliant minds on the planet. Gadget Master invented just about every evil weapon that people can imagine. Death Ray? Him. Freeze Ray? Him. Earthquake Machine? You get the picture. No one knows how old the man really is, but most believe that he found a way to cheat death through technology.

Copycat- Copycat started out as a small time villain who was only able to copy a hero at half their power for an hour, but after being pumped full of Dark Magic and enhanced by Gadget Master Copycat is now one of the most dangerous people on the planet. Her ability allows her to copy any super power she runs into, and can use them without needing time to slow down. Its said the only reason she doesn't go on the war path is because there might not be a planet left when she is done.

Mister Scars- One of the youngest members of Dark Bank, but still feared in his own right. Its unknown if Mister Scars has any powers of his own, because anyone who has seen him in action ends up dead the next day. He is a more than competent crime lord who was even able to run a business outside of Dark Bank for a number of years. They say that he controls the thug community, and if you do right by him the rewards will be nice.

Players will be starting out in the fictional city of Lobras Cove, Mexico. Its a rather beautiful city (New York basically but not in the U.S.), despite the seedy underground. This is where Dark Bank sends all the up and comers to test their stuff. If they prove their worth among all the other up and comers than they can advance to other more profitable cities. If they show they can't play by the rules or can't stomach the work they will be told to leave the Villain life. If they try to go on afterward... well stupid only has one cure.

Players start without a real lair to call their own, probably just a modest house and a civilian job they have to hold up in order to not look suspicious. Players will receive missions from Dark Bank they can ignore or join in, teaming up with other villains in order to complete more difficult tasks. They will also start out with a card that gives them the ability to rob small things, like atm's, stores, and small time hero fights.

Yes, higher levels can allow multiclassing via genetic manipulation or magic. And a healing factor would be Super Powered or Mystic Arts.

Echoing Silence

With Technological Master it is fully possible to build your own robotic army, but at this point in your career your robots would mostly be made of junk due to the fact you start out with little money. But climb the ranks and you can have your Terminators.

Well you could use super powers to do it, or magic, or invent something that gives you the ability via technology. Or take mental enhancement in order to manipulate people the old fashioned way.

I have a couple of concepts that I have bouncing around for my villains; I want to see which one seems better to you guys;

A mischievous trickster teleporting courier for the underworld.(superpower)

A demon in Victorian garb sent from the more dapper sections of hell to check on Dark Bank. (Mental)

A spurned cosmic entity incarnate that does his/her tech in a clock-punk/steampunk style (gadget)

An amputee(one arm, one or two legs) that uses super powered prosthetics (Gadgeteer or Magic)

A formerly killed hero (or sidekick) that has His/her body reformed either by Biotech or magic (Physical)

The latest bearer of the legacy of a man, sometimes a hero, sometimes a villain, that upon his death transmits all the knowledge of his past lifetimes to a random person in the world. (Mental)

The graceless warrior, wielder of the edgeless blade, prophet of the old religions, writer of fluent nonsense, saviour of soul and song.

Okay to prevent this thread from becoming me replying to everyone if you have any questions you need to ask me directly as the GM feel free to shoot me a message. I don't mind discussion or questions to the group but I want to try and have it so character sheets are on at least page 2.

[up] All of those sound rather interesting, just remember no matter what character you use it will be starting on the bottom rung of the crime ladder, just to keep things fair for all involved.

Oh also if anyone is interested in co-G Ming this with me feel free to shoot a message. I am fine doing it on my own but I wouldn't mind having someone to bounce ideas and such off of.

Ok, I think I've consolidated an idea for a villain now. She'll be a mentally enhanced villain - super intelligence and has implanted a nano-scale quantum computer of her own design in her brain, enabling wireless interaction with computers and communication. I'll get a sheet done in the next few days if not by tonight.

Super Villain Name: Kukaze

Civilian Identity: Kage Torishama

Age: 24

Class: Tech

Power: Sword: An ultra-violet katana that can be summoned through the Void Gauntlet

Void Gauntlet: A black gauntlet that can create "inverted hardlight" constructs

Cloak Grenade: A glorified smoke bomb - a holographic blacklight that only his visor can see through

Shadowguard Armor: High-tech armor equipped with a grappling hook, created from his void gauntlet. (Appearance described below)

Cloak: Just a cloaking device. It can become unstable and de-activate if the heart rate quickens too much and he loses focus (read: gets a blunt or bladed object to the face). A slight shimmer can be seen for a few seconds after he enters it, so he usually uses his Cloak Grenade when he needs to make a speedy escape with it

Origin Story: His parents are both left-wing scientists. He took both traits Up To Eleven as he is a left-wing extremist. He isn't actually evil, and is an Anti-Villain and Well-Intentioned Extremist who wants to rid the world of corruption. He will rob or attack corporations that exploit their workers or use slave labor, and has committed a fair number of terror attacks on dictatorial countries. He has gone all over the world, but has recently come to mexico in an attempt to kill Demons, which he has noticed a large surge of. And maybe some others along the way. He will sometimes be a burden, and something a friend to the dark bank. He is on the verge of forming a resistance/terrorist group (I'd personally say resistance, as I, much like him, and VERY left-wing. Left-wing libertarian to be exact. Yes, we still exist) over the one place no one can stop him; some dumbass webpage.

Appearance: His suit is jet black, with ultraviolet highlights and circuitry all over. His mask resembles a spider, with the eyes being his visor(s). Without his mask, he is a rather plain-looking young asian man with black hair and violet eyes (due to cosmetic implants)

Super Villain Name: The Sergeant (Not exactly a supervillain, but he can act as a field commander of sorts for players.)

Civilian Identity: Chauncey Marshall

Age: 45

Class: Super Powered

Powers: Super abilities, weapons, spells, etc. should be listed here.

1. Inglorious Luck - A mysterious fortune that allows him to survive disasters, get perfect at tests by just guessing, and arrive at the right time at the right place, etc...

2. Prior Experience - He has participated in numerous conflicts between the supers. So he may have knowledge on how to beat specific heroes.

3. Conventional Weaponry - Has access to a vast array of weapons that are available to the military.

4. Jack of All Trades - His employment with many different villains made him take on many missions. These include flying planes, setting the delivery of cargo, driving like crazy, laying out basic strategy, leading a team in the place of his boss, haircuts, and farming...

5. Hasty Retreat - Even with his luck and his skill, if he had not learned how to run fast in a fight he would have been killed earlier.

Origin Story: Not much is known about the Sergeant, it is only until recently that people are beginning to notice that is he one of the mooks that outlived his employers. He has been around even before the Dark Bank has been made and qualifies as a veteran villain, but he is overshadowed by his more gifted colleagues.

Infamy Level: 0

Henchmen: Starts out with a squad of 7 henchmen, comprised of fresh meat waiting to be hired by a villain.

Super Villain Name: Minerva

Civilian Identity: Zia Fahan

Age: 23

Class: Mental Enhancement (slight crossover with Technological Master, mostly applied to nano-scale or electronic technologies)

Power: Superhuman cognition, memory and mental processing but also severe dyslexia, compensated for by hard work but nevertheless literacy is difficult. Advanced understanding of science in general, particularly chemistry, biochemistry, physics, electronic engineering and computational variants thereof. Has designed and implanted a nano-scale but highly sophisticated quantum computer and transceiver into her brain, enabling direct interaction with certain computer or electronic systems and long distance communication (without physical speaking, etc.) with nearly untraceable presence. Otherwise rarely uses any specialized gadgets, more commonly manipulating pre-existing devices in the environment or belonging to her enemies.

Henchmen: Likely starts out with 2 or 3 henchmen

Appearance: Zia’s appearance is a not unattractive mix of Arab and Indian features, her complexion a light mocha with the occasional hint of acne scars. Her frame is lanky, very thin and a tad awkward in movement though not unfit – some musculature and surprising endurance if not up to scratch with most super-beings. Her fingers are long and dexterous, constantly moving and gesticulating if not fidgeting. Zia isn’t un-feminine but as she is flat chested tends to wear less telling clothing, making her a little androgynous in the right outfit. Her facial features are pretty, fine boned and lively, almost black eyes. Her hair is kept very short for practicality and is naturally black but currently dyed purple. She has a few piercing at the tops of her ears and often wears a bracelet of wooden beads.

Zia rarely makes personal appearances to villainous mission but on the few occasions it is required she wears black suit pants and vest over a short sleeved green blouse with tie. She keeps her face hidden with a featureless, solid white helmet and her gender is often hard to determine from a first glance.
