My brief search of the Internet revealed that vast majority of Super-Speed villains are from rogues gallery of Comic Book/Flash, so seeing a superfast villain when his opponents wouldn't be such could be interesting. Besides, I'm quite curious how he'd fight. Most of comic villains rely on brute force, my guess would be that this would be more of Fragile Speedster.
Generally, I'd say keep it.

I'm not sure how much you'll be dwelling on the nature of the powers themselves and what they mean for the characters, but it might be helpful to think about what this character's abilities mean to his/her foes and opposition.
I'd say super speed could be pretty useful for a villain and could show a bit about their charcter depending on how they use it.
They could be a smash-and-grab criminal, prefering to just get in, grab what they came for, and leave before the police or heroes even get to them.
They could be a bit more combat-inclined, using their super-speed to provide enhanced reflexes during a fight. Or give them Improbable Aiming Skills since they can take their time to aim their gun even during a hectic fight.
Or... use it for Mundane Utility, by being able to rapidly handle all the paperwork necessary for running their evil corporate empire.

So, I think I'm about to begin a super villain's story, one that will be likes the comics though, it's not going to dwelve into Deconstruction or something else, and huh, I'm thinking of Super-Speed for the "protagonist".
Since it might be a little cliché tho (not that clichés are bad), I've decided to ask you guys if I should keep the Super-Speed or give a different power to the protagonist, what do you think ?
