It's possible that the sighted people would war with one another for power, assuming they become basically nobility.

I'm just gonna spitball some ideas and thought in my head:

  • Plot: Lessee... The protagonist is Alex,a blind teenager who aspires to be a writer The story starts as a slice of life giving the reader insight into Alex' life and his struggles living in a city where "sighted" people make up majority of the population. I plan on the story taking a socio-political route but I'm not sure how I would do that exactly.

  • Backstory:I'm not sure if this is plausible buut...:Thousands of years ago, mysterious (can't think of how of it originated...) pandemic ravaged through humanity, killing tons of people, the people that managed to survive the disease became blind for the rest of their lives and some of the offspring of these people somehow managed to get the diesease passed down to them.

  • Miscelleneous ideas
    • The sighted make up the majority of the upper class and and about 60% of the middle class. Almost all of the lower class are blind and the blind also make up 40% of the middle class. dominate the world when it comes to politics, government, economics, and academics, however when it comes to things like culture, art, entertainment, etc. the gap between the blind and sighted is blurred to the point it doesn't matter much.
    • Animals such as dogs are ubiquitous as many of the blind need them navigate in the outside world
    • Depending on where one lives, the blind and sighted mix together freely while in a few others they are segregated. There are also small towns and communities mostly made up of blind people with a "council" to guide them.
    • Arranged Marriages (often of the Kissing Cousins type) are very common among the wealthy as means to maintain their bloodline of "sighted" people.
    • Blind people generally have a fairly short life span. It's uncommon for someone to live beyond 45-50 years old. So, a huge chunk of the blind population are rather young.
    • At the time the story takes place, blind are slowly beginning to get phased out. A couple of places in the world are on the verge of civil war and in a few remote, areas, the looming threat of genocide are threatening the blind.

Minor nitpicking : Braille is not a language, it's an alphabet. You still write in english/french/whatever when you use Braille.

What if society and civilization had already been built, but there was a catastrophe of some kind (long enough ago that culture has adapted to it, but not so long ago it would have affected human evolution... a hundred years? A thousand? A hundred-thousand?) that caused most children to be born blind.

A handicap like this isn't that big a survival/reproductive disadvantage, compared to what it would be for any other animal.
Really? Middling to poor hearing, virtually no sense of smell, no echolocation or whiskers. Sorry, but no, group living wouldn't in any way begin to make up for removing out primary sense.

What if society and civilization had already been built, but there was a catastrophe of some kind (long enough ago that culture has adapted to it, but not so long ago it would have affected human evolution... a hundred years? A thousand?) that caused almost everyone to go blind and children to be born that way.
The technology would need to be sufficiently advanced that it could maintain itself day-to-day without human interference.

Why? It's not like blind people wouldn't develop and use technology :) I don't see a serious impediment to, like, agriculture.

Again, wording. You don't see an impediment tongue.

But they're there. Pre-industrial agriculture would be close to impossible without sight. Even if you had sighted overseers directing the blind workers, there are too many things that just can't be done properly in such a setup. Post-industrial agriculture would be merely extremely difficult and thoroughly dependent on technology and equipment supplied by the sighted.
