Yeah. Being banned from a site would be akin to being, well, banished (exiled). Or perhaps, it means you get executed!

What would you expect the Internet City to look like in a country where it's heavily censored, like China?

That country and its internet would the the equivalent of a gated community within the city, they'd be a section that's cut off from the rest of the city, basically a self imposed gheto.
As for TV Tropes, I'd say we'd be a giant social club/library with a ton of rules and it's own small security group.

Because there's literally no way that it can be normal-internet for some people and dystopia for others without it being a separate section. Real life does not exist in this thread, remember?
The Internet isn't perfect either though. Besides, a city would have to be surrounded by other cities, right?
