What would you expect the Internet City to look like in a country where it's heavily censored, like China?
That country and its internet would the the equivalent of a gated community within the city, they'd be a section that's cut off from the rest of the city, basically a self imposed gheto.
As for TV Tropes, I'd say we'd be a giant social club/library with a ton of rules and it's own small security group.
