I wanna say that there wouldn't be much available knowledge on nuclear-powered robots around when Tesla died, but in the Atomic Robo verse I'm honestly not sure how accurate that is.
Well, yeah, I wouldn't expect him to hold Robotics 101 for them, but they said in Ghost Of Station X that Robo's construction is still decades ahead of modern technology.
And in the RPG it's pointed out that even Phil Broughton, who's in charge of keeping track of any of Robo's harmful nuclear byproducts, and Julie Walker, his chief physician, have no clue how his heart worked.

Well, this unfinished panel posted about three weeks ago does seem to be Broughton building Robo's new body, so that did give some of it away.
I suspected it was him yesterday, though I didn't remember what his name was off the top of my head.
I'm sorry to butt in that conversation about the current comic, but I wanted some opinions before adding to the articles : when Dr. Dinosaur says, in the comic whose title bears his name, that "Plan A was a brilliant and insidious deathtrap leveraging global forces to keep you far away from here, but apparently you missed it!", does he mean that he's the one who stole the nuke and then shipped one to Tesladyne? I'm asking because that's not the kind of complex machination you imagine coming from the reptile, even if I appreciate the irony of having his one well thought-out plan fail because of dumb luck on Robo's part.
Given the timing of the phone call, I think it's far more likely that Majestic 12 was behind that one.
- Majestic prefers subtle manipulations. Dr Dinosaur's last attempt at subtle manipulation involved lying to Robo about how to blow up his laser-shooting stegosaur monster.
- The nuke played too well into Majestic's hands to be anyone else's work.
- If Dr Dinosaur had added neptunium impurities to the nuke, he wouldn't have hidden them so well it took Phil to figure it out - they'd be crystals and they'd be crudely nailed to the outside.
- An espionage agency could get Robo's codes. A lone wingnut like Dr D would have grave difficulty doing so.
Dr Dinosaur's psychology doesn't lend itself to long-term manipulation - all of the times he's gotten something to happen through lying, it's been to Robo's face. Meaning that his "brilliant and insidious deathtrap" probably consisted of a mousetrap, a length of wire, a bag of off-the-shelf quartz crystals, fourteen tons of TNT and a sign saying "DONOT REMOOF CRYSTULZ - THIS MEENS YOU STUPID MAMMAL ROBOT".

Could it possibly be that Dr. Dinosaur did have something planned with the Nuke, Majestic 12 learned about Dr. Dinosaurs plan, and thought 'hey, we can work with this!' to effectively hijack Dr. Dinosaur's plan and turn it into what happened at Tesladyne?
Possibly, but I wouldn't want to bet money on it or anything.
I think Plan A was just Dr Dinosaur doing an anonymous "He's an evil meanie" call to the UN which just happen to coincide with MJ 12
