Actually she is playing Alura Zor-El Kara's biological mother.

They are looking for a Superman body double.

I guess for photographs, they are also looking to cast a set identical twin boys and identical twin girls. I have no idea why they are looking for twins.

Shouldn't that be illegal due to DC's policies regarding Superman outside their movie universe?

I don't think they aren't allowed to use Superman. Geoff Johns is involved with every DC TV series and movie if they weren't allowed he would have told them they couldn't.

Child labour laws limit the number of hours a child actor can work, getting fewer as the child gets younger, thus, in conjunction with the difficultly of working with very young infants (see the issue with the American Sniper fake baby), this motivates casting twins so that you can alternate the children.

This is in fact how the Olsen twins got their start- cast for a single role as young infants.

I know why they use twins on TV what I was referring to was I don't know why they need two sets of identical twins for this particular series.
