But I agree. If no Superman is planned, then just take the slightly-less-famous villains, or change them a bit to make them original to supergirl. As long as Lex Luthor, Darkseid and the original Brainiac stay out of here, there is room for improvisation.
Metallo could fit, for example. Or Mxyzptlk if you want to make an episode on drugs.
I'm not sure an all-knowing, life-ruining villain like Luthor would work with Supergirl. I'm not sure it even works with Superman. They aren't detectives like Batman, who can do more interesting stuff with that.
I'm a skeptical squirrelI really, really want to see Mxyzptlk in something modern, but he's such an embodiment of Silver Age silliness that' I've all but given up on it.
Supergirl only dates Brainiac 5 in Justice League, as far as I know.

Also since Arrow dosent mind having Deathstroke and Ra´al´ghul I cant see why not some superman villians

though honestly, this doesn't look like that serious or heavy of a show anyway. apparently flash is doing all sorts of campy silver age stuff (from what i hear) so why not this show?

The two of them were in a relationship from the earliest days of the Pre-Crisis Legion Of Superheroes, right up until her death in Crisis on Infinite Earths. Post-Crisis it was implied that though they were not in a relationship yet, they would enter one in the future, and there was a boatload of Ship Tease in both the Supergirl book, and New Krypton.
Other possible Supergirl foes could include the Anton Schott Dollmaker (though if Toyman is her friend and her age, unlikely), Reign, Satan Girl, Simon Tycho, and the New 52 Cyborg-Superman (actually the resurrected corpse of her father, Zor-El). They could also bring in Lena Luthor, Lex's younger sister, and a sometime friend, sometime foe of Supergirl.

Definitely a dickish thing to say though and considering who he is in the comics, I'd kind of expect a Face–Heel Turn eventually (although maybe he's based more on the heroic Japanese Toyman?)

In fact, sometimes she was a part of the group with Superbly, who if I understand, had to be mind wiped afterwards since he obviously couldn't know he had a living cousin at that point in his timeline.

Superman basically has to pretend that Supergirl is alive when he's looking at a past version of her (time travel, y'all).

Yes. On Earth Prime (at least Pre-Nu52) she's also a soldier given Kryptonian abiltiies as part of a plan to remove/destroy the Kryptonians on Earth. For added fun, she's also Lois Lane's sister.
It was a pretty major Supergirl plot, and given the distrustful military base they showed in the trailer I'm pretty sure we'll be seeing it in the show.

I think Myxzptlk could work if they played up some of the more terrifying implications of his powers and made him act like a Reality Warper version of the Joker. Unfortunately that would make it tough for Kara to defeat him without it coming off as contrived.
I am pretty sure one of the villains will be Luthor-like. As in, someone smart that you can't beat by simply pummeling him/her with your bare hands.
