My read of the trope seems to say it depends on numbers. The first paragraph implies that just one person gushing specifically wouldn't count.
I may very well be wrong, though.

As soon as I saw this Whomp! strip
I thought it would be a perfect page image. I trimmed it to the third and sixth panels and I was wondering if it would be better with or without the attribution in the image, since it would pothole to the Whomp! page anyway.
