I had the idea of the various malignant groups taking over other people's libertarian states. Imagine Galt's Gulch getting invaded by anarchists, mad scientists, bioterrorists, religious radicals, criminals, and countless other unsavory entities all cooperating to hold on to their ideologies while all the actual libertarians just sort of sit around, dazed and confused.

Yeah that about sums it up. Basically what I need to know is "what is the best way to create a place for all the mad scientists to do that thing that they do without the long arm of the law descending down upon ye?"
My plan so far has been for someone to create a sovereign island state in international waters with a "build it and they will come" invitation to all those interested in pursuing their research with opportunities for lots of funding and... sketchy ethics. Would this work as long as news of what went down at the island didn't reach the general public?
