Depends on how busy the shop is and how quick we think things can get done.
Reality is that, which when you stop believing in it, doesn't go away. -Philip K. DickMore specifically, it's opened when the mods see it and determine it should be opened.
And do the mods sometimes decide that a thread shouldn't be opened?
Yes. That's the whole point of changing the thread limit out for a pre-screening requirement. We want well-formed and supported arguments in TRS and IP to maintain a good signal-to-noise ratio.

"It's Occam's Shuriken! If the answer is elusive, never rule out ninjas!"^^ Take a look in the Repair shop Morgues. Look for threads that have only two posts that were morgued in the last week or so. Those are threads that we decided not to open. The First post is the original post. The second one is a mod explaining why it wasn't opened.
...if you don’t love you’re dead, and if you do, they’ll kill you for it.Which might be interesting to check out to see what not to do.
Check out my fanfiction! That's exactly the reason we're doing it that way. The original plan as to simply nuke them, but then the person who made it wouldn't get much of an explanation of what was wrong with it, unless the nuking mod sent a PM, and no-one else who had seen it before it was nuked would have any idea what was wrong with it. This way, anybody can look back through the morgues if they feel like it, and get an idea of what passes muster and what doesn't. It's quite easy to spot the threads that were "declined to open" — they're pretty much the only ones that get morgued after only two posts.

...if you don’t love you’re dead, and if you do, they’ll kill you for it.Mods, could you please have a look at a conversation a friend of mine has created:

I've had two Seinfeld Is Unfunny threads not opened for discussion, despite the fact my reasoning was quite valid (Definition problems, misuse). I've made a third one, and I hope it can be opened.
Just another day in the life of Jimmy NutrinClosing this thread in favour of the general TRS topic stickied there. Please also take note that TRS needs more work done on existing threads rather than simply adding more.

How long until a workshop conversation is opened for discussion? Light Feminine and Dark Feminine for example has been up for about 20 hours without being opened.
