Considering Fredrica's performance, I can see why he hasn't yet. Maybe he's waiting for a dragon who isn't at the mercy of the plot

Considering how much the show likes to skewer, dismember, perforate, or otherwise inflict grievous bodily harm to Fredrica just to keep her from doing anything useful, I'm not sure him taking her offer would do much good.
(But I like my description better. )

Check out my fanfiction!I mention it because i remember Fredrica heavily implying that it would give Toru a power boost just from the partnership alone. Hell, i wouldn't be surprised to see Fredrica get owned less frequently; Because I somehow doubt she used to have this much trouble during the war.
All in all, I feel its gotten to that stopping point in the plot of an action focused show where the character(s) start working towards some forbidden technique or goes into Mr Popo's...playroom...for a while to beat the bad guy and save the day, if you get what I'm saying.

Episode 9:
Well, that was an unexpected and rather disturbing use for the remains.
Has the light novel series finished in Japan? Because I get the feeling that the anime series is more a setup and promotional tool for the final volume (or three) than a complete story.
The entire new episode can be summed up with Shin's THE FUCK?! face in 12:52, a great episode overall and starting the finale in an epic way.
I place a bet that Gillete will become the dragoon now that they don't have a reason to fight eachover. Knight->Dragoon is a more natural class change.
Edit: Also I've never been happier for the heroes to give the villains all their mcGufffins at the last act, I can't even imagine what would have happened if Chaika succseeded, pass me the brain bleach.

Episode 9. In which "shocking truth" may actually be legitimately applicable.
She still hasn't recovered?
Looking better for a team-up now. And if the team-shifting blond would get bitten by the shape-shifting blonde they might be convinced to team up as well. Then again, common enemy and all that has always worked so well before.
Never a dull moment with Fredrica around.

He's still recognised. Makes for easy infiltration.

And them walks in. This is interesting.
After all that, they're surprised at the result? I thought it was, especially in Chaika Black's case, bleeding obvious.
That's stupid. Why do they always kill the people most willing to serve them first?
That's kind of new, especially for a villain. Wanting the fear of death. And it even makes sense, too.
Boom.
I did think they looked a little like satellites, but I apparently didn't pay enough attention to it. That one looked a little more like it. It also reminds me of another series, but even mentioning that one would be a spoiler for both. Especially for that one.
Although in all honesty, I don't think what happened was all that surprising. Maybe the way it happened, I suppose. I'm more surprised that Chaika Black seems alive and well in the next episode preview.
Oh, and also, definitely one of the top episodes in either season.

Episode 9: We finally get the answers! O_O
Frederica barfing out her cat form was one of the most hilarious things I've seen in long time. Needs a gif.
So this is what this is all about. I suspected that Gatz planned his resurrection in some form, the real twist was that he did it to gain the magic organ. And like all good twists it makes perfect sense after being revealed.
So guy was based on Emperors young form. Makes sense. Nobody living knew how he looked as a kid.
That was really creepy resurrection method.
That some firepower. Emperor is such a munchkin.
I seriously love this episode, everything comes together perfectly and shows a picture that is as awesome as I could have hoped.
Wait, next episode is the last episode? How are they planning to tie it up in one episode?!

I don't think Khorne's ever incarnated though. That said, really Gaz? Wanting to experience dying and getting reborn, and STILL fitting it all in a greater plan to screw everyone else over?
Gotta admit... I can appreciate a plan that
- Is incredibly evil
- not obviously grimdark
- actually makes sense
Even better if you include the fact getting killed they way he was powered up his remains to give him energy to resurrect

Hmm...he doesn't actually seem to be evil. He seems to be doing all this because he believes people desire war and conflict, so he's just giving them what they want.
Which also gives him a convenient source of strong negative emotions to draw magic from. Hmm.
Looks to me like it just allows him to perpetuate war indefinitely, unless he has something else he plans to do with all that fuel.
9th Avenging:
- After what happened to Selma, Chaika Red really hates her current situation.
- Fredrica used Shed Skin in another way.
- Oh...So Chaika Black was chowing down on Gaz's other remains. ...I wonder why the head and torso never crossed my mind.
- And so Guy the observer has died, and Guy the emperor has risen. Gaz has come again, and his plan was very ingenious. Bravo. I'm pretty sure my face was the same as everyone in the throne room.
- Hmmm...it could be said that Gaz beaming Hartgen to death was his way of saying "I'm grateful that you killed me. Very grateful. Here, my thanks." *beam*. But he wouldn't think much on that, of course.
- Flying fortresses are so yesterday. Space fortresses are in now.
- This is it, their final battle!
Yeah, Gaz made it quite clear that eternal warfare is the best way to fuel his eternal supremacy due to the emotions it provokes. The pretence at altruism is just window-dressing/dark humour on his part.
What's precedent ever done for us?Oh, and according to the Japanese wiki, the name of our Black Chaika (the one who was sitting down) was Chaika Kamaz (someone try to check the spelling on the latter, as it's likely another car reference).
@Winter: IIRC, they announced before the second season started that the anime would have the same ending and end at the same time as the LNs. Dunno if that'll actually end up true.

I think i speak for everyone when I say that a certain male lead needs to stop being so stubborn and take Fredrica's offer. there is basically no way he's going to beat Shin in a fight otherwise, and the whole thing seems like foregone conclusion that just refuses to actually conclude. No point bringing it up in season 1 otherwise.
