I think the current is great for the reasons you claim it's bad. It makes it even more obvious that it's Fan Myopia.
A smiley face is a message everyone on the internet understands. That makes it a poor image for this page.

But relevance to people or even popularity doesn't mean that the pic somehow loses the ability to be representative of the rule. It could be any lead character from any work and still show what it needs to.
Haruhi is actually a great example within TV Tropes lore because of how often she was used as JAFAAC, just switching that pic out with whatever's hot right now doesn't make sense because we'd have to do it continuously when really we should have one pic and stick with it because it works. The current works, been there for a long time too so no need to change it out.

Having to write an essay explaining your point means it's probably mot a good point. I fail to see anything wrong with the current. I don't know who the hell she is, and I don't care. That's the entire point. And despite the tag, you haven't made a suggestion. So… fifth.

Any pic would work for that page. Haruhi is fine.
So I just saw the page image for Just A Face And A Caption, and It really bothers me. Not because it's inappropriate: it does a great job of illustrating exactly what it means, ironically enough by using a bad image.
No, what bothers me is that the image is no longer relevant. Haruhi Suzumiya stopped being a major talking point on TV Tropes and on most other sites several years ago. The statement "There are some fans of some show who know who she is and why you should care", doesn't really make sense since the series has by and large dropped off the face of online popular culture.
Making matters more complicated is that this would likely be the case with any other series: media exposure on TV Tropes and in popular culture in general is subject to all manner of shifting trends, so what might have been a recognizable example of a character whose face is plastered everywhere without context now might be all but forgotten later.
With that in mind, I propose that the current image be replaced with something that isn't subject to the shifting trends in media that demonstrates Just A Face And A Caption, such as a generic smiley face.
