One Strip!While Penguin being all Smug Snake and cruel until someone actually threatens him, at which point he has a tendency to cave and blab it all to worm his way out of situations, feels like a nice Call-Forward / Mythology Gag to the similar situations he has as Batman's designated stool pidgeon, I kind of hope he becomes less of a weasel at some point.
