Needs Help: Germanic Depressives

It shows an old guy holding a cupcake.

That's it.

There is no indication in the image that he is German; he doesn't even look that gloomy.

If memory serves me correct, this was the image that was supposed to replace an image of Angela Merkel sitting in front of a Berlin backdrop and looking somewhat lethargic (because, apparently nobody knows who the hell Angela Merkel is), but this image is, in most respects, an even worse representation of this trope, as it merely shows some minor character from The Colbert Report without any background information.

Caption is pretty lousy too, pull but I'm drawing a blank on suitable concepts for pics as most rely on stereotypes and they're the Gestapo kind, not the Bavarian Fat Guy kind.
