That's a bad picture if we're just supposed to know what PTC and FCC are. There is the word "airwaves" there but can't we find something that illustrates the media part?
I can figure out the meaning even without knowing that the acronyms mean.

My only complaint is the quality is a little low. But it's by no means an obscure term, and the cartoon does illustrate via symbology.

The article talks about official organisations enforcing taste/decency in media, but the cartoon used as an image promotes the Parents' Television Council, an unofficial and laughably extreme group of Moral Guardians.
Isn't there a more appropriate illustration?
