My guess is that's Bruce R. Elliot voicing the Narrator and all the alternate universe Narrators.
He was credited as such. Same with the Dandys/QTs and Meows.

Anyone wonder why Smart Dandy is designed like he is? Pretty much all the alternate universe characters look like they belong in other shows, so I was wondering where his design comes from. Or maybe it's just that he has a very big head and looks like a kid.
