It is a matter of taste and differing perspectives.
Personally speaking, I think most anime are better then most cartoons. However, that has less to do with any inherent value between the two different subsects of the Animation Medium and more to do with the oft-toxic perspectives that a lot of the Western people have on Animation in general thanks to unfortunate periods in it's history.
A lot of people working on Western Animation nowadays don't see it as an artistic medium. They see it as "Children's stuff" and always tend to assume that children are stupid and will shut up and leave them alone if they just give them a show with some bright colors and moving pictures. This attitude, obviously, leads to shows of dubious quality and actually good shows being either cancelled or ignored because "Children would not like it".
This is not to say that children are the "villains" of the story, they are just as victims as any other, the problem isn't really them, it is the prejudices that were formed in the consciousness of the general public.
However despite all that there are still quite a lot of excellently done Western Cartoons out there, off the top of my head I can think on Young Justice, The Spectacular Spider-man, Gargoyles, Chowder, Teen Titans, Justice League, the movies that I watched of the DC Animated Cinematic Universe, Avatar, etc, etc, etc.
Honestly? The worst thing about the divide between Japanese Animation and Western Animation is not even the problems both groups face.
It is that they are both groups who struggle with being recognized by the general public.
Both groups dislike being judged by their hobbies.
Both groups dislike those prejudices attached to their media.
...and then both go on and take potshots at the other.

Yes... So much yes. It's kinda sad that that there will always be an Animation Age Ghetto to worry about for those reasons, but overcomming them makes for Awesome Moments.
These two may literally be more bark than bite, but they are no less tenacious than everyone else.Said it before and I'll say it again, the supposed "Dark Age of Animation" is more like the real-life Dark Ages in that its "darkness" is often exaggerated. Heck, if you include what Japan was putting out at the time, it's not a dark age at all!
My view of most people who work in Western Animation these days, mostly gotten from reading what they've had to say in interviews and such, is that they're legitimately trying to make cartoons that they'd find entertaining.

It is not the people who are actually creating them.
It is their Bosses.
People who never allow any work Greg Weisman involved himself in to get a third season. People who think that the most important thing about the shows is whether they sell toys or not.
Those kinds of people.

Check out my fanfiction!Technically one of the shows he worked on did get a third season. He wasn't involved with it and few of the show's fans like it, but it had a third season.

I mean, there is lightharted comedy like Daimidaler and Carnival Phantasm, but then you also have serious shows like Evangelion and Casshern Sins. also, I find anime shows to be really fun.and then, there are the soundtracks. you can find some awesome music on anime soundtracks (like Kl K,Aldnoah.Zero,Fate/Zero,Pandora Hearts and Gundam Build Fighters).
L Dragon, honestly... sometimes there comes a point where you have to stop asking everyone else for their opinions and make you own mind about something.
You worry about the weirdest things sometimes.
