What did I just tell you? Jason survived getting crushed by a falling roof, electrocution, getting engulfed in flames more than once, and shot thousands of times. Not to mention, he has a healing factor, and survived a grenade blast.

Once they prepare to attack a base, they cut off all communications between that base and the capitol, as well as between that base and the other bases, and then they move onto the next base, rinse and repeat.

You don't just "rinse and repeat" between army bases. One base loses connections, every other base starts going into alert. One base gets taken by surprise, every other base is ready for war. You may get a sneak attack once, but you're not pulling that shit twice.
You do realize there are over 200 army camps and bases across the United States alone, right? And that's just in our borders, and that's not including Navy, Marine, Air Force, Coast Guard, or National Guard locations.
They are masters of Offscreen Teleportation, so yeah, they kind of would be too fast. And seriously, it's just one little base. The other bases might send search parties to it, but the slashers would kill them as well.

I did. I am pointing out that if you suddenly try and take out every army base in the country then the other branches of the military are going to sit up and take notice. The Army is not some isolated facet of the national government, it is a critical and interwoven part of the establishment. It's like expecting every member of Congress to disappear and having the president and Supreme Court not notice or care. Granted, whether the other two branches actually miss the legislative one is up for debate.
If an army of psychos, monsters, and supernatural entities try and take on the army, they're taking on the other parts of the military as well.
For the sake of argument, let's just assume it's the US Army handling this. I dunno, every other branch is on coffee break or something.
The rest of the Army is not going to sit back with their thumbs up their asses because you surprise attacked "one little army base" (good GOD am I still laughing about that). True, it won't be immediate, but you can still expect notable reinforcements.

But we're only talking about the army. Also, as the story has stated, Forsythe and Pinker have managed to both take out all phone towers and a good deal of landlines and radio communications. This will cause mass paranoia amongst the people, and the president tries to say, "oh, don't worry, everything will be okay," leading to outrage over the mass power failure, making protests and eventually riots, keeping the local authorities and soon a good deal of the armed forces occupied. And then...WHAM!!!

That said, it generally doesn't go good for the army past a certain level of superheroic buffness.
