Well to be fair calling Sans a con man is not quite right because he never really tries to take your money, he's mainly messing with you. Even if you hack the game to get the money for the "fried snow" he comes up with an excuse to not take your money. He asks you to pay the food at Grillby's but even if you accept he just puts it on his tab anyway, the telescope he says it's really expensive to use it but then lets you use it for free because it's all just a prank and even at the hotel he tells you "thanks offering yourself to pay" but you still don't lose any money from it.
The only time he gets money from you is when he's selling hotdogs and he's actually selling you stuff at that point. He doesn't even make you pay for all the sausages he places on your head and that inevitably end up falling off when you move.
Sans is just a goofball who likes messing with people in various ways, but never with any sort of malicious intent like scamming people, he just likes seeing how people react to the stuff he does and says.
Honestly him trying to scare you when he introduces himself is probably the most mean-spirited prank he pulls on you, depending on whether you think he was being serious with the "You would have been dead where you stand" or not.
I had a thought recently. So Undertale is based on Earthbound, right? So maybe Chara is supposed to be based on Porkey Minch? It would go a long way towards explaining some of their actions, considering what kind of person Porkey is.
Earthbound is among its inspirations, but that's a long list.
I have a message from another time...Even the worst interpretations of Chara don't have much in common with Porky. Porky is a coward and whatever else you can say about Chara, they aren't cowardly.
The Crystal Caverns A bird's gotta sing.I suppose one could argue that, given Porky is apparently at least partially the result of an abusive, unhealthy household (I've only watched the game played, so I might be slightly off), Chara could be a similarly themed character; a person who came from an unhealthy home life which colored their world view to such an extent that they would do questionable things. The difference is that Chara had the Dreemurrs as a counterpart that caused their negative behavior to manifest in a way that, while malicious, was ultimately well intentioned according to their skewed perception (trying to free the monsters by fusing with Asriel and killing people to get their souls). Porky meanwhile is selfish, cowardly, and enjoys insulting and hurting people, since he never really had a healthy environment to contrast with his home life.

To be fair, presentation skills aside, it works.
This "faculty lot" you speak of sounds like a place of great power...This and Judgement Boy's video on this topic present the argument for the "flawed but well intentioned" Chara interpretation. Regardless it's clear that Chara has self destructive tendencies as "committing a highly painful suicide by buttercups" was their plan A for freeing the monsters.

I read some pretty convincing post about him being emotionally abusive towards Asriel, but in a way that might be interpreted as him trying to be stern but actually he's being an asshole.

@Fullmoon: Oh yeah his scams are absolutely more for the kicks than for actually taking the money (although calling what he sells hot dogs is a bit of a stretch). Still though, it's an aspect of his character that I've pretty much never seen in fanworks, and hadn't realized it.

Maybe. How do you think they parallel? Speaking of which, do you think anyone has made a list or essay of Earthbound/Mother influences in Undertale? It's something I could definitely notice when playing through them but I can't pick out a bunch of off the top of my head.
They're both allies for about a minute then turn into big bads, and they have both lived through several years due to screwing with time.
