I thought this was worth sharing.
The long and the short of it is that Rhino's Iron Skin is being slightly reworked again (back to old durability, but now draws aggro) and that crafting recipes are being changed (and thank goodness for that, I was getting mighty sick of hunting Alloy Plate).
There are also some claims on the forums that the devs are talking about decreasing the rarity of Alloy Plate, though I did not see a link to the supposed post.
I find that this post by Rebecca is more relevant. Not that the Hot Topic thread isn't relevant, but that last one is more recent and Rebecca clearly state they're working on the problems and trying to release it along with update 8.
Though that line from her post update in the hot topic irks me:
I think I'd rather have damage reduction than a capped damage absorption honestly.
As for the alloy plate rumors, maybe it's one of the masters/grand-masters that leaked some stuff from their exclusive forums. Or maybe a dev PM'd someone that asked about the alloy plate. I'll guess it's the first one.
I think it'll eventually end up being full reduction but having a pitiful duration for the same price - maybe reaching its original 15 seconds only when fully modded and starting at something like 5 seconds. The former just about enough time to fully rez someone while the latter is enough to start rezzing but neither is long enough to be considered god mode.
I also see the base values for his armor and health being bumped up to a point that justifies the XP lock. That or maybe the more powerful frames will become XP locked and he'll be made a basic.

I think it was supposed to be a Twitter post from one of the devs. I don't remember which dev, and I can't find the post that mentioned it again. But here's hoping!
I actually really like the idea of a damage cap on Iron Skin. It adds a certain element of tension to the game, and allows you to know exactly how long you can stay engaged in a fight. I also really like the scenario of a Rhino only being able to tank for so long, while the rest of the team goes to town on their targets.
I see where you're coming from, but capped damage alone won't cut it.
Just one example of when I was tanking: It was a boss, I forget which one but he was a grineer that hurts a lot. The second my iron skin finished, he would insta break my shield of 800 and damage my health a bit. In this situation, Iron Skin barely allow you to take one additionnal hit.
Don't even get me started on swarms of high level infested with 4-5 ancients. At this point, you may as well not equip Iron Skin and just spam Rhino Stomp instead. Even then, you're not sure your team will be able to fully profit of the CC.
I really think heavy damage reduction is the way to go, in such a way that you can take a lot of damage but can't spam Iron Skin ad infinitum.

Vay Hek. The guy who bursted you down was Vay Hek. Yeah, I can see where that would be bad since higher level mobs in the lategame basically instakill anyone not absolutely specced for survivability.
Not Vay Hek, I didn't have Rhino yet against him. I think it was Lech Kryl or Kela de Thaym.

(It's because the site likes lampshade) Okay, that wasn't a very complex gag in retrospect. Well, I guess we do have that Recycled IN SPACE! trope too so it's like two reference.
Anyway, am I weird for hoping really hard that my team mates on boss fights aren't in a clan so that they can see the boss taunting the troper clan and they go "wtf is that name"? I guess I'm not.

Come to think of it, Rhino should have the highest inherent damage reduction since he's built up as the tank suit. He shouldn't have the same natural durability as Frost since Frost is an ability-centric suit which lacks Rhino's movement penalty to boot.
EDIT: Oh wait, Frost does have the movement penalty.
EDIT 2: Well, seems that Rhino does have more defense polarity slots than any other frame besides Trinity (whose shields take a hit in comparison). I still think he should have 600 shields and 450 HP at rank 30 or something if only to justify the XP lock.

Rhino does need a boost to his abilities, if the forums are any indication.
Personally, I'm planning on acquiring a Frost as soon as possible. He's kind of a party tank compared to rhino's selfish tank, and I like his abilities.
One of my few regrets about being born female is the inability to grow a handlebar mustache. -LandstanderMaybe they should make some of the stronger caster suits XP locked and make (reinforced) Rhino the recommended upgrade for players who have trouble surviving in an Excalibur, Mag or Loki.
Yeah, come to think of it, rank locking Rhino seems like it's pretty backwards; I mean, the tank character is usually the easiest to play and should be readily available to newbies.
Put something like Banshee behind the rank 2 lock.

Anyway, welcome to the clan. Admittance isn't hard, but I have yet to figure out if I'll hand out ranks and what criterias there would be for that. It isn't a big deal now, but maybe it will be with the coming of Update 8.
Are there custom ranks you can punch in, or are they assigned off a list? Writing a title for someone particularly good at something or setting your title based on what resource you want to grind would be pretty useful.

Leveling my Rhino and gathering mats for three new things. I sold off the Paris. Just really isn't all that fun for me.
Who watches the watchmen?The paris isn't something special, but I like to use it to feel bad ass. I mean come on, diving to prone in the air, while drawing back a bow, only to hit a triple collateral of grineer while giving no fucks.... That's pretty bad assed.
